WEF engages in appropriate and nimble advocacy on legislative and regulatory issues to improve the scientific and technical foundation for water quality laws and regulations, support the need for continued progress in controlling pollution, protect public health and the health of aquatic ecosystems, and promote sustainable management of water resources.

It's #WaterWednesday and today we are spotlighting Mr. Dan DeLaughter, P.E., the Vice Co-Chair of the Legislative Focus Group for the Govt. Affairs Community! Well played, Dan, sending me a picture of himself in front of the Capitol, knowing that it would be on a backdrop of the Capitol... We see what you did there 😆 . Dan serves on the Boards of the Colorado Wastewater Utility Council, and the South Platte Coalition for Urban River Evaluation. He previously served as RMWEA’s Government Affairs Committee Chair. . Dan has been with South Platte Renew for the past 8 years, which is owned by the Cities of Littleton and Englewood, and serves 300,000 people in the south Metro Denver region. Dan is the Data & Regulatory Programs Manager with an awesome group that manages the discharge permit, stormwater permit, air and biosolids regulatory work. Their biggest focus right now is on temperature and nutrients water quality standards and of course #PFAS ! . When not at work, Dan can be found on the local pickleball or sand volleyball courts (Another G.A.C. athlete!) and also enjoys "trying to catch fish" with his wife and two boys when not helping to protect them. . Count down to #WEFTEC24 #wateradvocacy style with Water Environment Federation House of Delegates, Delegate At Large, Peter Garvey! https://lnkd.in/eSmzfThi
Each day this week, as Water Environment Federation Delegate-at-Large representing the #wefwateradvocates program, I’m reviewing one of our Calls-to-Action. #WEFTEC24 is less than a week away, so great timing to spotlight these key clean water legislative topics. Today it’s the Low-Income Household Water Assistance Program (LIHWAP). In 2020 Congress recognized the growing water affordability challenge when it established the LIHWAP. This represented the first time that the federal government created a program dedicated to addressing the burden of rising water and sewer bills on low-income households, and LIHWAP quickly became an essential lifeline for millions of people and the water systems that serve them. Through the 2023 fiscal year, LIHWAP has helped more than 1.4 million households nationwide maintain or restore water service. Following its initial appropriation of $638 million through the Consolidated Appropriations Act of 2021, an additional $500 million was provided through the American Rescue Plan Act later that year. However, LIHWAP was only established as a temporary program, and its initial $1.1 billion appropriation expired at the end of the 2023 fiscal year. As a result, without further congressional action water rate assistance will no longer be part of the federal safety net, putting hundreds of thousands of households at risk of losing their water service, and leaving tens of thousands of water and wastewater systems without needed operational revenues. WEF and the Water Advocates program is seeking legislators to co-sponsor LIHWAP as important step toward permanently enshrining low-income water and wastewater ratepayer aid in the federal safety net.
