𝗦𝗛𝗥𝗜𝗡𝗘𝘀 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝘀𝘁𝗮𝗻𝗱𝘀 𝗯𝘆 𝗢𝗗𝗛𝗜𝗥 𝗶𝗻 𝗶𝘁𝘀 𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝘁𝗼 𝗽𝗿𝗼𝗺𝗼𝘁𝗲 𝗱𝗶𝗮𝗹𝗼𝗴𝘂𝗲 𝗳𝗼𝗿 𝗲𝗻𝗵𝗮𝗻𝗰𝗲𝗱 𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 We are proud to have the OSCE Office for Democratic Institutions and Human Rights (ODIHR) as a valued partner within the SHRINEs Community. The ODIHR is responsible for the human dimension throughout the OSCE area, working in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. Among its activities, ODIHR commitment is focused on addressing hate crime and the security needs of at-risk communities, including religious and belief communities, throughout the OSCE region. In particular, it offers support to these vulnerable groups through monitoring, capacity building, and creating spaces for dialogue and non-discrimination promotion. Its recent publication, Belief, Dialogue and Security, emphasizes the crucial role of interfaith dialogue in fostering cooperation across religious and belief boundaries. By focusing on shared values, this publication offers a practical guideline to create an enabling environment where cross‑community consultations, dialogues and joint actions can mitigate security risks while encouraging mutual understanding across the OSCE region. At SHRINEs, we stand by ODIHR mission to promote interreligious dialogue and mutual respect among all beliefs as corestones to ensure the security and the protection of places of worship. The SHRINEs Project was initiated in response to the urgent need to protect public spaces, particularly places of worship, which are increasingly vulnerable to criminal and terrorist threats. Through the collaboration with Transcrime, the project has gained critical insights into the wide array of security risks, including those motivated by political and religious extremism. [VII] Transcrime @ #Eurocrim2024 | Shielding Places of Worship In the current geopolitical scenario, #placesofworship are increasingly being targeted by #hatecrimes, underlining the growing need for the protection of religious freedom and the safeguarding of communities. At the ESC Conference, our researcher Carlotta Carbone presented our studies under the EU-funded SHRINEs Project and examined the wide range of security threats these spaces face—from politically and religiously motivated attacks, such as #terrorism, to theft and natural disasters. Our study identifies the key vulnerabilities that make places of worship particularly susceptible to these risks, providing a framework for developing effective strategies to enhance their security and safety. A key component of this effort is the creation of a collaborative network between religious communities, law enforcement agencies, academic experts, and public authorities, such as the one established through the SHRINEs Project.
