One mod slot per item tier for weapons, tools, and drones. All armor pieces, save helmets, follow this scheme. Helmets have one mod slot per tier for tiers one to three, tier four has five slots, tier five has seven slots and tier six has nine slots. With nine mod slots one of each kind of hemet mod can be slotted.
