Fix Sorcerer Twincasting Witch Bolt Break Concentration Issue

Now you can link both enemy and tase them at the same time, everything else is vanilla (aka require concentration, action to activate, upcasting only increase initial damage)
Compatibility
It's a simple fix, it should be compatible with anything that doesn't touch Witch Bolt spell directly.
I'll keep this updated should changes occure in later patches, until Larian's official fix.
