There are two types of NPCs in the game based on performance. Regular NPCs with high-quality models and stuff. "Light Crowd" which is lower quality, less detailed and uses much less facial animation(look at the pictures of some examples).
This mod, since version 0.15, replaces them with regular NPCs.
