The Institute's synth vendor is a major vendor (the only major vendor?) that can't sell you a power armor frame. There's no need for a station nearby; a frame purchased in Diamond City just appears on your left. So I replicated this for the Institute. This may not be lore-friendly, but you don't have to buy the frame (or download the mod).
