Someone at Bethesda was either in a rush or just didn't care, because the workshop lights in the Vault-Tec DLC are, for the lack of a better term, pants-on-head retarded. There are already mods that address the issue with light intensity (Better Vault Lights and Vault-Tec SimuSun Lighting), but none that address the fact that light fixtures above your head cast shadows from below.
For the most part all this does is change the position of the light nodes in the meshes of each light so that it actually shines down upon you, the one exception being the utility light (square ceiling light with grates), which had two light nodes and refused to be fixed unless I deleted one; after extensive testing (read: I loaded a game, it did not crash, I was satisfied) this does not appear to cause any instabilities in games that already have the utility light spawned.
There is no .esp as I did not change light values at all, so you can use it with one of the aforementioned mods for best results.
You can either install this through NMM or just extract the archive directly into your Fallout 4/Data/ directory.
Thanks goes to fadingsignal for pointing me in the right direction of where those light nodes are.
Requires the Vault-Tec DLC, of course.
Feel free to do whatever you want with it - upload it to Bethesda.net, tweak it for your own mod, twerk it for Miley Cyrus, whatever floats your boat. This was largely for self-satisfaction because the shadows were triggering me something fierce.
