About the "Dicky's Choice" Optional File
I added two additional Enclave NPC enemies - both are higher level enemies in the X03 Hellfire Armor and X02 Tesla Armor, hence additionally require those mods.

The NCR mod is for a new gas mask - it looked way better than the other fits so I'm making that another requirement. Hence this optional file is a bit heavy on requirements but hoping that most people already have these mods in their load order.

Hellfire troopers appear around level 20 along in areas where Gunners should be and will attack you with a double-damage wounding flamer (heavy incinerator-ish weapon). They are pretty tough and are probably best killed with missiles and explosives.

"Tesla Eagles" appear around level 30 and attack you with Tesla Gatlings, a Gatling Laser-look alike that shoots arcs of staggering electric bolts and deal heavy energy damage. Inspired by the Enclave National Broadcast's mentioning of such troops in the newly revived Enclave forces (link below if you wanna download it).

Around level 82 or so, Enclave "Spec Ops" troops dressed in full Marine Assault gear should spawn - they'll carry usual Gunner weapons (most likely Plasma at this point) and use Stealth Boys often. Based on the already existing vanilla AI logic for Gunners, but they're meant to be a bit tougher than usual foot soldiers.

Also, all Enclave troops upon death will now drop a weightless, un-scrappable Enclave holotag, much like the BoS. They all also drop a tri-folded American flag because Merica!

This edition generally makes all "Gunner-clave" forces stronger and nastier. Combined with some of the Recommended mods below, you will constantly find yourself fighting Enclave, who will be a challenge in the 20-40 level range with the two new PA NPC units. I'm only listing it as optional for now since I'm still play testing it and I'm wondering how well it scales / balances with other people's games.

I originally gave the Hellfire trooper's incinerator actual fire damage, and the Tesla Eagles weapon actual electric damage, but it seemed OP against players without any elemental armor protection mods so I settled on wounding flamer and heavy stagger tesla gatling. Let me know your thoughts on this for guys who try it out.

TL;DR - Crazier, harder Enclave, try it if you want a challenge. Do a full cell reset by sleeping and areas where Gunners were should now be Enclave guys. Best on a new game as all Gunner instances will be sure to be replaced with Enclave, but mid-game install is ok.

This is a light-weight mod designed for people who want an "Enclave-lite" solution without quests or custom NPCs
You can probably install this at any point in your game, but it's best you let the cells reset for the NPCs to get the correct clothing assigned.

Additionally, I went through the Gunner NPC names and gave them more "Enclave-y" names like "Enclave Marine" and "Enclave Peacekeeper."

For fun, I renamed the Legendary Gunners to more American history / folklore names to somewhat match the Enclave's theme, so expect to meet Legendary Enclave troops with names like "Davy Crockett" and "Paul Bunyan."

Most Gunner logos have been replaced with the Enclave logo as well.

Known Issues

I tried to replace most Gunner logos I was able to find, but there's a few like on the robots and barricades that I was not able to find the decal paths for. If anyone can find those, I'll see if I can replace them and update this mod.

Most likely conflicts with any mods that edit Gunner records, but this mod should play nice with other mods as it just edits the armor equipment of Gunners, and nothing else. Any gun mods that inject weapons into Gunners should work fine, as this mod doesn't touch their weapon load outs.

None of the Gunner corpses (like the one near Covenant that was part of the caravan) have been edited since I didn't see a point to editing them. For your head-canon, just say the Enclave invaded the Commonwealth, killed off most the Gunners, and took their place :)

I overwrote the Enclave Officer Uniform's armor slot assignments so it can be worn with armor. Additionally the outfit was renamed "Enclave Uniform" and "Enclave Cap" as I gave it to some of the grunts that appear, and it didn't make sense for them to be all called Officers.

The P42 Frogskin Marine Armor is a soft-requirement, as it helps to blend in the Marine armor with the greenish uniform, but it isn't a hard requirement. Check out the screenshots if you want to see how that looks. If you don't use them, you'll get that vanilla blue armor which is ok but I personally liked the P42 textures.

Obviously I didn't change voices or anything so these "Enclave" troops will still shout stuff like "Gunner down!" when you fight them. Just shout "Enclave!" every time you hear them say Gunners and you'll be fine (that's what I've been doing anyway).

Is it lore-friendly? Probably not but I'm just having fun here. Don't tear me a new one.
