About this mod
This blueprint uses Quincy Quarries Settlement by Ragoda as a starting point. This provides a good starting point for a settlement at the entrance to Vault 88.

1. Raider hangout
2. Dirty irradiated slum
3. Former construction site
I am not altering these elements in any significant way. A lot of scaffolding has been added to create platforms and a bridge spanning the quarry. Vault 88 will likely be a more important settlement for you, but I am a big fan of smaller settlements near the entrances to act as disguises of sorts. Oak Ridge, Tennessee comes to mind, a town constructed to hide work on the Manhattan Project. Basically, by appearing as a hostile raider camp, you deter people from wandering too close to the Vault 88 main entrance. That's the role-playing explanation anyway.
In keeping with the theme, this settlement isn't "complete". It's a starting point. I don't want the raiders that start out there to have something super nice. They're raiders, after all. You will have to build on top of this existing work. For example, I added some defenses to the north side but the south side is completely unguarded. The idea is that you the player will take the existing raider camp and improve upon it.
In order to incentivize you to get the ball rolling on more improvements, there is a severed power connection. You will need to find it and repair it in order to get the powered door blocking the entrance to Vault 88 to open. It's not hard, and I included a picture of the missing connection. I ran conduits through the stone walls, so utilizing this connection will be very helpful for you.
This settlement uses Quincy Quarries Settlement by Ragoda. This mod is what enables you to have a settlement here at all. The mod author also removed most of the radiation from the area, but not all, so be careful where you step. I added a few minor tweaks as well, so download my radiation patch in the Optional Files section if the rads are too inconvenient for you.

I made this using mostly vanilla assets. There are a few things from mods such as SSEX, but if you forgo these mods, it won't make a huge difference. You may just have to add some small staircases.
