I made this in xEdit in several minutes by selecting any 'co_workshop' records and removing those components and replacing them with one steel. I made 4 versions. Two for vanilla and another two for DLC.
A condition-less workshop means you can craft all items with no quest or perk conditions. This includes the institute teleporter or the Vault-Tec super-reactor.
I recommend AIO SS if you don't want to have to build anything for settlement happiness.
This mod should either be loaded last, or should be checked in xEdit with your entire load order. Mods like Nuka World - Skip raiding your own settlements made me delete all Nuka World recipes from my ESP just because it made so many changes. Cheat Terminal also changes things and should be added as a master so LOOT will sort this mod after it. The Unofficial Patch is another mod that changes these recipes, though in my LO it was loaded before. Do not say it isn't working if you haven't checked as to why. This works perfectly with a vanilla, unmodded game. Again, load this as close to the bottom if you don't feel like troubleshooting. There are 1300+ recipes included in the DLC version, 500+ for vanilla.
