Fallout 4 uses different animation sets for 1st person (with or without Power Armor), and 3rd person. The thing is, if an animation is not present, it reuses another animation. The problem with this is: if a weapon doesn't have an unique Power Armor 1st person animation, it will use the default 1st person, causing the Power Armor's steps to go at the same speed a human step would go.
The fix for this problem is not anything fancy or too difficult, I simply slowed down the animations inside their xml files and made them load while you're inside a Power Armor. A full explanation on the whole process is in Articles, go check it out if you're a nerd in how I fixed this problem or if you want to do it yourself on a weapon of yours.
I'n not sure if this affected or not (it really shouldn't), but I'm using Automatically Lowered Weapons, so... I guess this fix is completely compatible with it. If you don't use this mod already, you should, it's cool and adds to immersion.
