This mod Adds a constructible Shoulder Cape for the T60 Left Arm, This cape is inspired by the one From Fallout Tactics. The Cape does not Provide any bonus, merely its there for cosmetic. The Cape is also Standalone so you can craft any Arm mod alongside it as the cape is in its own Category.
