Simple compatibility patch that applies LBPAC properties to PAttP

Compatibility patch for Lore Based Power Armor Changes, and Power Armor to the People.
Applies LBPAC properties to the new armor sets in PAttP.
Sets PAttP default settings to better match with LBPAC
Slightly increases levels at which PA sets are found
Adds increased lock levels from PAttP to LBPAC distribution changes.
Install PAttP, select all the default options and your additional armors, don't select the abandoned PA changes option.
