Cleans up sanctuary buildings (using new textures so they aren't quite so rusty). Also fixes the tiles so they match the pattern of the pre-war tiles. Removes tile rubble. Cleans up roof, warehouse and shack textures so they don't have a bunch of holes in them. Cleans up a bunch of decals (concrete patches, gross stains, rust stains, stains, office papers, flat trash). Cleans up a bunch of landscape stuff like brambles, shrubs, blasted grass, leaf piles, etc.
This is a texture replacer only, so it does not break precombines, but it also affects the entire worldspace.
