Normal and Reject Cybermen can be encountered starting at level 10, Heavy Cybermen start at level 20.
Had to make three NPC templates that utilized the unused LNPC records so it's slightly more than just formlists (3 whole records, oh my!). -

Requires MM Life Finds A Way and patched against the Full version (should work for the other so long as formID's are consistent). -

Squirrels of the Commonwealth: Normal squirrels start spawning at level 1 (strongly recommend the mod that tones them down), bomb squirrels at level 20.

Skeleton Ball: Can be encountered from level 10 onwards. Note that this has it's own spawning mechanics and I'm not sure how such will interplay with REM so use at your own risk. Want to upload a tweaked version of SB at some point.
