Add prewar loot injection script to the Long coat with skirt

Long coat with skirt can now be found randomly (relatively rare) in prewar loot container like suitcase or few boss containers
The outfit can be found in random color following the existing author various textures
I doing that because we have a lot of interesting outfit but we finally rarely use them, now with loot they can continue to exist.
Install after the original mod and overwrite when asked
Because it's scripted, don't remove this in mid game or affected settlers will probably wear nothing
