Attempt to balance Machineguns Rebirth for Horizon.

Patched for Hz 1.9
Change List
-Edited four weapons
-All weapons will begin to spawn at level 1.
-Updated craftable 20mm ammo to be in line with Hz. Packs of 10 now.
-Updated craftable 40mm ammo to be in line with Hz.
-Added Standard, Light, Heavy, and Fast Trigger receivers.
To-do List
-Adjust the 20mm Flak Gun and 40mm AGL receivers.
-Figure out how to get the AGL to fire special grenades: nukes cryo, etc. It will consume those rounds but still use the default 40mm explosions.
Notes:
-WH-Mk22 is an HMG. Currently can only be chambered in .50. May add .50 API later.
I'm a noob at patching for Horizon, so feel free to add to the patch.
