This is a self-made balance patch I'm personally using to play along with ITO (Institute Technology Overhaul) and BLD (Better Locational Damage) and decided to share with the community.

Base damage and damage type adjustments of all weapons to match BLD (mostly damage increase and plasma weapons now deal fire damage instead of energy damage)

AimModelMinConeDegrees and AimModelMaxConeDegrees of all splitters decreased from 8 to 4.

All improved/amplified splitters increase damage by 20%
Institute Knuckles deal additional 20 Fire and Energy Damage to their 40 base damage.
I tried my best to balance out all the attachments and weapons of ITO to reflect it to the overall flow of BLD's balance changes.
The patch comes as an ESL-flagged ESP.
here's a brief description of what has been changed:
base damage and damage type adjustments of all weapons to match BLD (mostly damage increase and plasma weapons now deal fire damage instead of energy damage)

There are a couple adjustments I did to further enhance it to my liking, hopefully you'll enjoy it as much as I do:
increased the damage of all explosives added by ITO to match it as improved variants of the explosives in Better Explosives Redux
AimModelMinConeDegrees and AimModelMaxConeDegrees of all Splitters decreased from 8 to 4. That's a tighter spread so you can actually hit something which is more than 5m away from your barrel.
AimModelMinConeDegrees and AimModelMaxConeDegrees of all Improved/Amplified Splitters decreased from 6 to 3. Even tighter spread. Also there's now a 20% damage increase instead of only 10%. It's an improvement after all.
Institute Knuckles felt way too lackluster for a high-end unarmed weapon. Therefore 20 Fire and Energy Damage have been applied to the increased base damage of 40.
I probably forgot something to mention, so please let me know in the comments if there's anything weird or unexpected going on when trying out. You're welcome to leave your feedback, requests and suggestions, too.

ITO v 1.26 BLD v 7.6.3 Munitions v 1.0.4 or later CyberOut 77 Animations (check the requirements tab at the top for the links)
Installation:
Install this patch with a mod manager of your choice (or manually) and make sure it's below BLD and ITO in the load order.
