Tower SZB is a single-level, starter SS2 city plan for Outpost Zimonja that includes support for 12 settlers and a mayor. The plan has a reasonably small footprint, leaving plenty of room for expansion. Plan facilities provide 50 power, 23 water, 12k resource storage, 48 defense, and 26 plots. Note that it only provides 8 total residential plots!

Tower SZB is a compact SS2 City Plan designed to be "lightweight" in both settlement footprint and, given the proximity of Tenpines, required game engine resources. Also, I generally assumed, as is usually the case for my playthroughs, that Zimonja will be adopted early game, so it includes lots of industrial plots and no advanced plots.
Primary Structures
The tower is a 4-story structure that houses virtually all aspects of the settlement.
- The ground-level is the "facilities" area and is where you'll find the built-in resources, caravan services, and the mayor.
- The 1st floor is the "cafeteria" and includes 3 farms, 1 water production plot, and endurance training.
- The 2nd floor is the "hub of industry" and includes 4 industrial plots, and a break room (2 recreational plots).
- The “leisure deck”, an integral part of the 2nd floor, includes one martial plot and a bar.
- The 3rd floor is the "flophouse" and includes 8 residential plots and one mattress; there is room for at least one more 1x1 residential plot, if one so desired and was inclined.
While the tower is clearly the primary feature of the plan, it also adds a small guard stand with some minor player accommodations on the ground level and a 2x2 exterior plot for agility training.
Settlement Assets
Power (50) is provided by the electrical connector just above the console.
Water (23) is provided by 2 tanks at 10 each and a hand pump next to the caravan plot.
Defense (48) via vanilla turrets.
Junk Storage (12k) is on the ground level, next to the Mayor's desk.

The following recommendations reflect the design condition and my personal taste. With a touch of modification, the plan should accommodate just about any play style - select carefully and have fun.

Known Issues
Sim Settlements is not fully scrapping the settlement according to the plan. I've tried everything I can think of to avoid "special procedures" but didn't make any headway -- I am hoping the problem goes away with Chapter 3. The items and solutions are discussed in the "City Plan Scrapping Issues" article.
