About this mod
This is my City Plan Entry for the June 2023 City Plan Contest for Tarsis31 and Yagisan's Lakeside Cabin Settlement. It is a multi-level city plan which builds for 10 settlers initially and grows to support 22-24 settlers at level 3.

This Sim Settlements 2 City Plan is for Tarsis31 and Yagisan's Lakeside Cabin Settlement and also requires Sim Settlements 2 - Chapter 2.
This City Plan can only be selected at the City Planner's Desk. It can not be selected randomly.
For the City Plan to build as designed, please have Designer's Choice turned ON, and have the Building Plan Add-ons listed in Requirements installed.
A place for the Sole Survivor to rest up is included in the small cabin beside the Caravan Services plot, and a modest player home builds at Level 3.
At Level 3, these are the plot numbers:
Agricultural:
3 - 2x2 plots
1 - Interior plot
1 - 3x3 plot
Commercial:
1 - 2x2 plot (Bar)
2 - 1x1 plot (General, Clinic)
Industrial:
4 - 2x2 plots (Building, Organics, Machine and Rare Materials Gathering)
Martial:
2 - 2x2 plots
1 - 1x1 plot
1 - Interior plot
Municipal:
3 - 2x2 plots (Caravan Services, Water, Power)

Recreation:
2 - 2x2 plot (Relaxation, Agility)
2 - Interior plots (Endurance, Strength)
Residential:

Known Issues:
There were some issues I found during testing:
- The Agricultural Plot, Babylon Roof Garden by Tinuvia, which is placed at Level 0 beside the Trader's Cabin may change when the City Plan upgrades to a different plot and become a Level 1 plot which will cause a food shortage. When this happens, change the plot back to the Babylon Roof Garden by Tinuvia, and level it up so that food supplies meet the settlement's needs.
- When the City Plan upgrades to Level 1, the new Residential Plots that are added near the Recreational Plot, Garden by Uituit, may not retain their building plan. They should be Park House by Eldarth and Herbalist's Haven by Tinuvia. Please select those building plans at the ASAM Sensor. If you do not, when the City Plan levels again, the correct plot will be placed on top of the one that built.
- At Level 1, Job Assignment and Settlers are not correct. If a Settler has assigned to the Municipal Water plot, assign them instead to the Municipal Power Plant so that your settlement has enough power. There is enough water to support the settlement until another settler arrives to work the Municipal Water plot.
- Settlers may lose their assignments.
- The City Plan at Level 3 is marked as 22, however, it really needs 24.
