For as amazing as Be Exceptional is the mod author made a strange decision - Skill Points are base 10 + Int. This means at Int 10 you get 20 skill points per level. With 15 skills and an average starting value of 15, it will take 4.25 levels to max a skill at 10 int. And only 63 levels to max out every single skill.
All this mod does is halve the global Special Int modifier to 0.5 to bring it in line with its inspirations (Fallout 3 and NV) so it is essentially (Base + (Int * 0.5)) Its not QUITE the same under the hood and there is no partial point banking like New Vegas as a result (So odd number INT levels aren't optimal)
In the future I would like to implement point banking however I have no idea how to do that. So for now please enjoy this simple edit.
