Rebalances location and quest mods for loot-restricted survival playthroughs

Changelogs
There are a lot of excellent mods on the nexus, however, not all of them work well with a loot-restricted play-through.

These patches are my attempt to bring some of them a bit more in line, for players who don't want to be swimming in extra loot.

Patches for the following mods are available

Vanilla
When Freedom Calls
  • You don't get to keep the T45 Power armor (why Bethesda thought handing you one of the most powerful items in the game during the intro quest and letting you keep it was balanced is beyond me)
  • You only get 480 ammo for the minigun
  • Preston rewards you with 15, instead of 50 Fusion Cells

Sed's Quest Mods
  • Vault 494
  • David Hunter, A Brotherhood Story
  • Hilda Hughes, An Institute Story
  • The Secret of Huntress Manor - A Far Harbour Story
  • Introducing - Radium Inc (also includes a Base Object Swapper file for the mods objects, and regenerated precombines)

Glitchfinders  People Live In Series
  • Dark Hollow Pond
  • Roadside Pines
  • USAF Olivia

Other Location Mods
  • Inside Jobs

The Fens Sheriffs Dept
Spoiler:
Show
MunkySpunk did an incredible job with the Fens Sheriff's Dept, that mod is truly a masterpiece. However, the mod does have a metric ton of clutter. For players wanting either for the mod to fit into a world with less loot, or who have performance issues with the world simply having that much stuff around, I've made this patch, which disables a good portion of the mod's added clutter.

All added static magazines and bobbleheads have been disabled- I get that they're cool decorations, but it can be confusing for players who try to grab them, and then can't.

Most of the PA Suits just lying around the Sheriff's Dept and Security office have been set to initially disabled.

A ton of both loose and static clutter lying around the Sheriff's Dept, the Security Office, and the Bleachers have been disabled.

All of these work perfectly with Lunar Fallout Overhaul (in fact they started out as compat patches for LFO, but as they don't require it, they'll work with any of the popular overhaul mods, or even just vanilla).
