This means you'll have to complete several vanilla quests to get access to it. Which is fine on the first couple of playthroughs, but gets old very quickly.
This mod moves A Light Shining in Darkness to a more convenient location in the Commenwealth, immediately accessible, be it quite remote. You might recognize the location by looking at the screenshots. The name of the weapon is a clue. If you don't like riddles, here's the new location:
