Makes the vanilla .38 ammo swaps actually useful and fixes ammo swapped weapons spawning with extra of their original ammo.

I never understood why the .38 receiver for the Combat/Hunting rifle was locked off until late in the game. All it does is reduce the effectiveness of the gun which makes it quite useless by the time you can even craft it. The only advantage it provides is that the ammo it uses is plentiful, but again, by the time you can craft the receiver you'll most likely have plenty of .308 or .45. So what does this mod do?
- The .38 receiver is no longer locked off by Gun Nut 3 or 4 and can be crafted right away. - It still reduces damage by 25%, but is a hybrid of the light and tuned receivers so it has some utility besides more plentiful ammo. - I tweaked the modcols so this receiver should actually spawn in the world alongside other receivers - There is a small bug where weapons that have been changed to fire another ammo type by an object mod will still spawn with their original ammo type. I have removed the original NPC ammo lists from the weapons and instead applied it to the receivers. This means that they will no longer spawn with extra ammo, however if any mod overwrites these Object Mods then they will not spawn with any ammo at all. If the weapons themselves are overwritten, then the fix will be nullified as well.
I chose not to change the pipe guns because I use this mod that already does this. If you'd like to try and do this yourself, feel free.
That's pretty much it. This won't be compatible with anything touching the combat/hunting rifle, but it is also easy to patch if you know your way around xedit.
