Rewrite of W.A.R.S Script. This fixes a problem with the weapon only reloading to 1 total ammo. Adjusted the Str of the weapon. Should no longer require 9 STR.

1.1 Update: Learned more about how W.A.R.S does is script's for weapons and realized i had this working like a weapon with a mag. That has been fixed so the 1 round in the chamber issue that would pop up is fixed. I adjusted the str req so it no longer requires a 9 str but i toned the damage down a bit.
