I don't know about you, but I strongly prefer sending unique settlers to SS2's HQ rather than some random people with no name.

So I'd go around, scanning all the unique people with my handy dandy Vit-o-matic, and I'd consistently be disappointed in the stats from the 3DNPC Settler guys - they usually just had 4s or 5s in their SPECIAL stats.

I buffed them a bit. Now they're REALLY good at one thing, moderately good at a second thing, and average/above-average on the rest. As much as I love HQ and SS2 as a whole, HQ can be a bit grindy, and sometimes I just want some damn janitors and scientists.
