I've gone and tweaked the YAE PlayerSkills perk to remove any traces of damage multipliers on ballistic weapons. That is the only perk this affects. There still will be additive damage from chosen perks. True Damage not actually required - If you just don't like the damage scaling of YAE, this will also work for your needs.
