TL;DR -- Fixes ground floor navmesh blocking the stairway. Should be able to go down the stairs as intended.

This fixes conflicts that arise when users use the mod Red Rocket SubLevel (by ATuMod) with other mods that edit the building's ground layer navmesh within the normal bounds of vanilla Red Rocket.
Loose file, so it will override any previous edits made.
Make sure to load Red Rocket SubLevel after any previs edits in the nearby worldspace.

Not (currently) compatible with:
Rebuild Red Rocket by Aurelianis -- the new version of this mod instead uses precombines instead of the original meshes...
JJB_RED_ROCKET_REDUX by potateskymenow -- uses different navmeshes, will be a while if I ever patch this.
