You can find the outfit among the belongings of your predecessor.
Alternatively, you could use the console to get it or use the In Game MOD Explorer
This mod is simply a retexture of the Army General Overcoat from the Capital Wasteland Outfit Pack Part 2. Go endorse that mod and check out the Capital Wasteland project!
