Allows players to clear the Wreck of the USS Riptide.
Have you ever noticed that crashed tugboat south of CIT is full of raiders but can't be cleared? Did you know that the game data shows it's meant to be cleared? It has a boss and the clearable tag, which is what the game uses for clearing most locations. Bethesda just forgot to make sure the Boss was, you know. In the clearable location. So I fixed it.
