i know this is mainly a quest mod, its used for a diving board (and the text file says used forsome flags, but i dont have ncr flags placed, so not sure where that comes from)
text file says KaoruParasol01.esp is needed, i think this is the mod (i used the mod for the pool, and dont see the name on the list, so i asume its this one)

Real City - The Castle
fully decorated military city, blueprint contains 13342 items. i know its big and hard to handle, but it looks like you care about the living conditions of your soldiers and settlers. i tried to keep it a litle lighter with clutter items with ocdecorator and items on tables, so most tables are not completely filled with ashtrays and booze bottles
but still, its heavily decorated.
blueprint contains:
shooting range caravan trading post restaurant bar swimming pool (it was hard not to just place roads over it and ignore such a big space, but hey a useless pool looks nice) military base with 2 big tents, 2 bunkers, 1 for shower and toilets, 1 for administration, and a building with a mess hall and armor and weapon shop 14 houses for normal settlers (28 sleeping places, 1 double bed per house) 3 houses for officers (has signs for officer preston garvey, officer ronnie shaw, and general jon eros, sorry my name, just change the letters to your name) 1 garage with all workstations (exept for a food workstation, that is in the restaurant) 2 farms, 1 with all normal plants, 1 with special wild plants a field for the brahmin a general store a clothing store a barber shop
castle itself has:
a prisson, with jailcell beds and bathroom 2 rooms for minuteman soldiers showers and bathroom hallways have some weapons displays and shelf clutter radio has a small building around it
at the main entrance of the settlement i deleted a couple road pieces, making the slope more even, (so you might want to do the same and delete a couple original game road pieces, and not the ones conected to the main road outside)
the mod clean and flat settlements had a small spot where they did not have the wall, (i assume for a boat mod that it is compatible with), i dont have that boat mod, and i fixed the missing wall pieces. so if you do have that boat mod, just remove the wall pieces i made.
the blueprint containts a lot of signs that are resized, made bigger or smaller. i hope that translate to the blueprint.
