Patch for Classic Ghouls Redux by GrilledTurkey and SCOURGE by Geluxrum

Classic Ghouls adds a custom ghoul race for all affected ghouls. This patch includes them into the Scourge system and adds an MCM with full configurability.
The default Ghoul stats are my own estimation of what makes sense but I'm open to feedback if you think the default ought to be tweaked somehow (i.e. for fitting with Scourge default stats in general or for lore reasons).
As they are in version one of this patch: Ghouls have slight boosts to speed and strength compared to Humans, mixed with elemental resistances more akin to Super Mutants.
