I'm sorry if something like this already exists but I was unable to find something that addressed this specific need:
in your Fallout76Custom.ini, under the [Display] section add these lines:
I recommend using a reshade filter to brighten the overall image a bit, or if u have the GeForce Experence you can hit Alt+F3 and add a brightness filter and mess with gamma etc.
