Adds magicka regeneration that scales with both willpower and your current magicka percentage. Mostly full magicka pools will regenerate almost immediately--dip further into your reserves and it will take exponentially longer to naturally replenish.

Mostly created for my own use. Currently lacks configuration settings. May or may not be updated in the future since I'm sure there are more than enough lua magicka regen mods out there already.
