Adds and removes several perks that have uncontrollable features like bloody mess or lightstep (yes, you can do it using console... a matter of convenience - nothing more). Also has ability to show skills higher than 100 (see second screenshot).
REQUIERS the mod configuration menu by Pelinor. Without it toggler will not know what to do, so it will do nothing. )

Shouldn't have any compatibility problems.

Added 3 companion perks (ED-E, Rex, Boone) and had to do some optimization 'cause geck started b****ing at me.

Skill Info added. Shows skill values even higher 100.
Should be available during levelup (as MCM).
Not much of a toggle but still fit mod's main idea – convenience.
Should come handy for those who use other mods to get skills higher than 100.
