In the Vanilla version of the game, your character starts with a base AP of 65, and an additional 3 points are awarded for each level in Agility.
This means you get a measly -9 Action Point penalty for "Deadly Sleep Deprivation", keeping in mind the average AP per attack in VATS is usually around 20.

With this mod installed, your base AP is now 20, and you'll receive 10 AP per level of agility.
With 1 Agility, you will have...
OLD: 68 Action Points
NEW: 30 Action Points
With 10 Agility you will have..
OLD: 95 Action Points
NEW: 120 Action Points
...and with 5 Agility you'll have 70 AP instead of 80 AP.
So now you have an incentive to avoid Agility debuffs, and the difference between a Courier with 1 Agility and 10 isn't just one more attack in VATS.
