Safe to use
Removes the Power Armor wearing Ghouls from the Reavers leveled list since I think it does not fit to well into the Mojave:
Power armor is/was top of the line military hardware both pre- and post-bombs and the Mojave isn't very militarised compared to other areas we see in other Fallout games, the Mojave 'just' has 'Nellis Air-Force Base' and the 'Nuclear test side'.
I doubt the pre-bombs military would position PA-wearing troops on an test-side and PA seems to be more of an Army or Marines thing than an Air-Force thing(at least I feel that way).
Post-bombs the only PA-wearing factions are the Brotherhood of Steel and the Enclave (The NCR only has PA through there war with the BoS), both would not let Ghouls get away with wearing it and if one of there members would start to ghoulify both would rather kill that member than let them become an ghoul. (also if not for the lockdown the Mojave-BoS would recover those PAs from there dead patrols ASAP)
