Mostly bug fixes, meant to be in 1.1 but I posted wrong file
Includes four different effects, Bloody, Wet, Dusty and Cracked, which are combined together if multiple conditions are set.
Conditions for effects to appear: Bloody - less than 60% health, configurable Wet - rainy weather Dusty - sandstorm, but currently only in Hidden Valley during night when a sandstorm begins Cracked - 40hp damage from an explosion, configurable, is reset upon fast travel or sleeping
