It's a set of very tiny LOD textures for use with Qarl and Timeslips wonderful Depth of Field mod.

Given that the DOf mod means that you can make out almost no detail in the LOd textures, there's no point in having them at high resolution. Cutting them down to one eighth the size has no visible effect on quality, but provides a modest performance boost (I've not done scientific testing to measure how much, but it's there). Of course, they look bloody awful without the DOF mod.
So if I decide your mod isn't a waste of time, how do you propose I use the damn thing?
Just copy the folder from the archive into your 'oblivion\data\textures' folder.
And when it proves useless and want rid of it?
delete or replace the 'landscapeLOD\generated' folder
