Bandits have realized that many of their friends and relations have died while practicing their trade. Some of them have altered their tactics, so they attack all at once in a group. This should improve their chances of success even if they accidentally try to rob a mighty hero.

With the Oblivion Crisis and everything else going on in Cyrodiil, the Imperial Legion just can't keep the roads safe anymore. In spite of this, many bandits have recently perished attempting to rob a lone traveler who turned out to be someone like The Hero of Kvatch, Sheogorath, or The Divine Crusader. The object is to kill the traveler and take his stuff, not get killed yourself.
Some of the bandits have realized that it is much safer to rob travelers when they act as a group instead of as a lone wolf or a duo. Now these larger bands of robbers have set up for ambushes on all the major roads between cities. If there is no really important reason for you to be traveling, you ought to stay home. (Of course, if you do that, an Oblivion gate is likely to open near your house and you are doomed anyway, but that is another story.)
The bandits are leveled, but it may be easier for higher-level characters to deal with them because of all the weapons, armor, spells, and potions they have acquired. If this mod is too hard for your new character, you may want to disable it for awhile and then turn it on when you are well-equipped.
The bandits appear somewhat randomly. Groups may be larger or smaller and made up of different kinds of characters at different times.
