About this mod

You begin the game at Max level. Skills are maxed out and melee focused Perks pre-selected. Enemies are high level and many restrictions are placed upon the player to make fights challenging. Everything is balanced for Master difficulty. Expert is easy and Legendary is hard.

Installation/Activation:
Install the mod as you normally would. Start a new game and when your hands are free for the first time(have access to inventory) press ~ to bring up the console. Enter 'bat hlmc' without the quotes and press enter. Level up and choose Health. Acquire the Pickpocket Perk Light fingers 1. That's it. 
NOTES: Play on Master difficulty. Don't make any skills Legendary. If you ever decide to change your race with 'showracemenu' you must enter 'bat hlmc' again to fix your stats.

Restrictions(mods not to use with this):
Other overhauls. Everything that changes the player(stats/perks/skills), vanilla items and enemies. 
Mods that add item and enemy/npc variety should be ok as long as they are balanced to existing(vanilla) ones. Cosmetic/Visual stuff are fine. Just load this mod after everything else when possible.

Long(Spoilery) Description:
This is an overhaul type of mod, where neither the world nor the player level up. The player character can be of any race, but [he/she] has max skills and predefined perks. The template is focused at melee combat, with archery as backup and magic for healing and wards.
Everything is balanced around Master difficulty and vanilla combat, with mostly Vanilla High level Enemies. A lot of items and skills have been nerfed. Most notably no healing, magic or stamina potions or foods for the player. No damage or smithing increasing either(increase stamina instead). Wearing less armor raises damage a little(not for shield). Very few weapons can drain(ebony blade 5-30, black bow of fate 10). Paralyzing is more difficult. Crafting is also limited. Some shouts and racial powers will drain the player's life. The same is true with wearing stuff during combat(you can strip though). When dual wielding you can't attack with the left weapon(you block instead -when bashing, stagger is determined by your right hand weapon type and windshear's ragdoll won't work). Unblocked power attacks damage the player's magicka(blocking might heal you at the cost of some magicka). Sneaking is nerfed, but can be strengthened with gear. Being equipped with spells or bows lowers your defence. Spellbreaker drains mana when blocking(Less than wards). The Book of Love quest is already completed. Some more enemies are added and some creatures are strengthened a bit. Ocassionaly a very strong enemy will appear(almost as strong as the ebony warrior). Enemies might follow and even ambush you if left alone and Followers are lvl 31(immune to disarm shout).

Why?
This is my personal way of playing Skyrim. I like vanilla combat, and don't enjoy leveling skills anymore. 

Too Hard?
Use a shield. Wear all 4 pieces of armor. Improve every piece of gear. Get a follower and outfit them. Buy fast healing and lesser ward from Farengar. Get the Lord Stone asap. Try blocking and bashing more. Don't get hit with physical damage when equipped with spell, staff or bow. Get Sanguine Rose. Wait untill you have better gear and at least FushRoDah before doing Proving Honor(Companion Quest). If all else fails try lowering the difficulty.
On fighting Dragons:
Safest is to use bows and snipe from afar while your follower\summon\troll\dragon keeps them busy. If you are far enough you can even evade Drain shouts. Or use lesser ward to block shouts, or Spellbraker to also block physical. Then after a shout go in and land some hits. Then back up. Rinse and repeat. Just don't let your health drop too much or you will get one-shoted(chewed). Equilibrium spell might help if you get hit by Drain alot.
