During the Val Serano quest "Between the Daedra and the Deep Blue Sea", you are directed to a search the area near the base of the Solitude Arch. The heavy modifications to this area by JK's Solitude Outskirts mod caused the quest target to spawn below the ground, making it impossible to interact with, thus halting quest progression.
This simple mod moves the quest object and makes it slighty larger so that it is visible in-game and can be interacted with.
