The Staves Creation adds a bunch of cool looking staves, made of different materials.
Greatly reduces vendor staff inventory by giving most of the leveled items a higher "ChanceNone". This means vendors who sell the CC Staves (Court Wizards mostly) will now carry 3-6 or so at most, as opposed to the vanilla Staves Creation which basically has them carry dozens and dozens of all varieties. This makes them much more rare and makes it much more exciting when you find a staff that fits your build.
Adds a level progression that locks certain staff materials behind certain levels. While the actual difference between the staves is purely aesthetic (i.e. a Daedric Staff doesn't do more damage than a Silver Staff), it still felt very weird seeing Daedric and Glass staves in a vendor inventory at Level 1. I've adjusted every single staff leveled item to lock materials behind specific levels that exactly (or closely in the case of Dreugh) align to the vanilla material leveling. The levels are as follows:
Generic School Staves (the ones from vanilla) - Level 1
Wooden - Level 1
Steel - Level 2
Silver - Level 5
Dreugh - Level 18
Glass - Level 27
Ebony - Level 36
Daedric - Level 46
