Version 1.32
- Gives Wrath of the Heavens and Sanctuary normal casting speed. They should be less clunky to use now.
- Wrath of the Heavens now lasts 120 seconds instead of 60. As far as I'm aware there is no perk that make Restoration spells last longer so this should help the player not having to recast so often.
- Adjusts stagger value of Consecrate Dead.

- Wrath of the Heavens is now a one-handed spell.
- Wrath of the Heavens no longer set enemies on fire prior to them being hit by bolts of light. They will simply glow now.

- For guarding spells and arrows, user of Sunlight Target must now be blocking and facing the attacker somewhat for the shield to cast sunlight beam at them instead of the shield doing it passively.
(I might revert this decision later for gameplay purpose and ease of use.)
