Quick and dirty fix for ICOW changing exterior weathers near Winterhold College using a script, which conflicts with the weathers added with Picta Realis.

Picta Realis weather and ENB are tightly intertwined.
Immersive College Of Winterhold changes exterior weathers using a script, which makes the area around Winterhold look dull.
This mod replaces the script changing weathers with a dummy file, making it so that it no longer changes weathers. This leaves about 3 loose, permanent references.
Installation:
DO NOT INSTALL THE SCRIPT WHILE AT OR NEAR WINTERHOLD.
Can install midgame.
