This is a just a ini setting that will allow the player to get just enough of xp in finding places and completings quests in a way that will not break the game...while with the enableskillxp option enabled and the one in kills disabled...

I love the idea of getting XP by discovering and completing quests...exploring...but I still like the vanilla leveling system...so, to get both worlds, I just tweaked the amount of XP in a way that it is still worth exploring and doing quests for the XP, but it will not break the balance of the game.
XP in kills is disabled because some mods add enemies that will not count towards it, so why bother with that?
