This script sets all Master spells and scrolls, that are cast with both hands to be one handed, have a 0.5 second charge time, be dual-castable (for spells), and you can move while casting them.

This script sets all Master spells and scrolls that are cast with both hands to be one handed, have a 0.5 second charge time, be dual-castable (for spells), and you can move while casting them. Works for both vanilla and mod-added spells (spell packs, etc).
INSTALLATION:
Place the script into SSEEdit's Edit Scripts folder. Open SSEEdit, click OK with all mods checked. Select all mods in the left pane (click on one, press Ctrl-A), right click, select Apply Script, select "One Handed Master Spells and Scrolls" in the script menu, click OK. Wait a minute or so for the script to do its thing, until it says "Done" in the Messages tab. Exit SSEEdit and save the plugin. Then enable the plugin in your mod manager.
Update: fixed bug where a few spells' magic effects were missed.
