Description:
Some mods (apparently different ones may cause it) out there cause a terrain seam. Not sure which ones do, I've looked at potential culprits in xedit, but no luck (and I'd rather not scour through every mod to find the mod in question - plus, I'm not sure if the removed terrain could even be restored via xedit.) . I tested vanilla, no plugins, and the seam is not there. So, I just made this, which simply places snow drifts on the Windhelm Bridge. I've also placed snow drifts under the horse and carriage to prevent floating. I've tested thoroughly, and NPCs can path perfectly fine. The biggest issue you'll run into is NPCs possibly stopping at the top of the bridge for a few seconds before proceeding. No navmesh has been touched.
