Disables grass while inside cities for potential fps boost.

This disables grass while inside cities and will improve performance (interior only i.e. load door cities, Does not work with Open Cities).
Performance benefit depends on your grass density and draw distance.
Riften will likely see the largest fps boost, the others only likely to see change with extreme draw distance or with certain grass mods.

Load very low in your Load order maybe even last... or better i recommend adding the no grass flag(s) into your master patch/bashed patch or what ever you have loading last and just not use this plugin at all.
