Super simple setting tweak. When you make a skill Legendary, its perks are refunded as usual but the skill will only be lowered to 90 instead of 15. Reinvest the points back in the perks you want to keep right away or put them wherever, as you like. Keep the skills that matter to you sharp and perked out and continue to level using them, just at a slower rate than rebuilding them from 15 might allow.
